Be it resolved that the Faculty Senate recommends to the Provost that Bowers CIS be allowed to use the professor-of-the-practice title.
CAPP review of the CIS Proposals for use of the Professor of Practice and the Research Professor titles
The unanimous feedback[minus one CAPP member that recused themselves for being from CIS] has been that the proposals look consistent to prior proposals reviewed by the committee. It was noted that there was appreciation that there was clear discussions of the limited (but well-defined) conditions under which individuals holding such appointments can compete for tenure-track appointments. Additionally, there was appreciation that the proposals were well articulated and precise.
I did want to share one additional comment shared by a member to the extent it is informative in some way:
Anyone who has managed to thrive and recoup one’s full salary via grants, etc, over the period of time needed to reach Full Research Professor stage is likely more valuable and productive than most tenured Full Professors. It seems to me (even as a tenure system skeptic) that such accomplished Research Professors should be strongly considered for transition to the tenured ranks with hard salaries, so long as they accept the accompanying responsibilities (teaching, admin)!

Professor Eve DeRosa Dean of Faculty 305 Day Hall
Dear Dean DeRosa:
On behalf of the Bowers CIS faculty, I am submitting the attached proposal that would authorize use of the Professor of the Practice title.
We believe that our proposal complies with the enabling legislation. Indeed, it is modeled after the PoP proposals that have already been approved by the Faculty Senate:
Approval will enable Bowers CIS to compete more effectively with other top CIS programs that already make use of the title, e.g., CMU, MIT, Berkeley, U Washington, and Princeton.
The proposal was approved by our faculty as follows:

Gentle concerns were raised by some colleagues about the proposed percent limitation. Consensus is that 25 percent is too large even though it is “legal” according to the enabling legislation. After looking over the numbers we agree that 25 percent is unnecessarily large. We would like to modify the proposal so that limitation is set at 15 percent . The new section D is given below.

D. Percentage Limitation
At the time of hire, the number of full time PoP appointments in Bowers CIS (including faculty in the Ithaca and Cornell Tech campus) must not exceed 15 percent of the number of TT appointments in Bowers CIS. Should a new PoP appointment in any unit result in a PoP fraction that is greater than 15 percent of the Bowers CIS TT faculty in that unit, then there must be a consultation among the college department chairs and the Bowers CIS Dean. If the appointment is at Cornell Tech, then the Dean of Cornell Tech must also be consulted before such appointment can be percent.made. The final decision on the appointment is made by the Bowers CIS Dean.
